Utility Services (includes Refuse)

The City of Oxford's billing covers your water, sewer, refuse pick-up and recycling if you live within City limits.

Your meter will be read monthly and you will be billed monthly for the usage.

The bills are mailed on the first business day of the month and are due on the 18th of the month. Once you are behind the current month's bill and $5.00 or more on the previous months bill, you will be subject to disconnection. We will mail a delinquent bill the day after the current month's bill was due. To avoid disconnection, you must make payment to bring the account current before the due date on the delinquent bill you receive.

If you are not able to pay on your account before the delinquent due date please come to the utility office and we can have you sign a payment extension agreement.

If you are having financial difficulties we do have a list of organizations that may be able to assist you.

Other utilities are provided by the following:

  • Electrical service is provided by DUKE Energy (formerly Cinergy)  (1-800-544-6900).
  • Gas service is provided by Glenwood Energy of Oxford (formerly Oxford Natural Gas) (513-523-2555).
  • Cable TV service is provided by Time Warner Cable Communications Inc. (513-523-6333).

Solid Waste

Rumpke, Inc. collects refuse under contract with the City. All non-dumpster customers have their garbage collected on a weekly basis and will be charged $15.74 on their monthly bill.

The following is a list of guidelines you must follow to have your refuse removed:

According to the Oxford City Code, all garbage is to be placed in covered containers which are constructed to be strong, not easily corrodible, rodent-proof, and of a capacity not more than 32 gallons or weighing more than 60 lbs. loaded or in dumpster containers. All such containers must have tight-fitting lids. As a result, garbage bags that are not in such a container are not a legal method of disposing of garbage. Your container cannot weigh more than 60 lbs. If it rains please dump the water out.

According to Oxford City Code 931.03, no garbage, refuse or recyclable materials shall be collected by the waste contractor unless the items are placed, maintained and accumulated as designated by the Service Director. All containers shall be placed in an alley or other convenient place for collection as determined by the Service Director but not more than 24 hours before the designated collection time. All containers must be removed from collection places no later than 24 hours following the designated collection time. You must have your refuse at the curb by 7:00AM to ensure pick up.   It is your responsibility to contact the Utility Department at 524-5221 when refuse or recycling is not collected on the scheduled day.

Please try to secure your containers as soon as possible after they are emptied to prevent their disappearance. Containers may not be placed at the curb more than 24 hours before or after the garbage or recycled materials are collected.

Solid Waste - Commercial

Rumpke collects commercial refuse under contract with the City of Oxford.  Any commercial waste wheeler or dumpster request or change can be made through the City of Oxford Utility Department by calling 513-524-5221.

If commercial customers have items that will not fit in their waste wheeler or dumpster, then they are required to obtain a one-time permit sticker for $10.00.   One-time permit stickers can be obtained from the Utility Department at 101 East High Street or Ace Hardware at 300 South College Avenue.  Items with these stickers on them, should be placed beside a regular commercial refuse container.

Yard Waste and Brush Collection

Grass clippings should be placed in a biodegradable bag left open at curbside.   A yard waste sticker needs to be purchased for $1.50 and must be placed on the bag for it to be picked up by Rumpke on your scheduled day. Clippings will not be taken if they are placed in a container or plastic bag.

You may put your brush in a biodegradable bag and leave it open at the curb or bundle your large brush to be picked up by the City on your scheduled day at no charge. Please use biodegradable fiber to bundle your brush and be sure to keep them under 50 lbs and no longer than 3 ft.   Brush will not be taken if it is placed in a container or plastic bag. Recycling

Rumpke, Inc. also operates a curbside recycling program under contract with the City. To make this effort work and reduce the stream of solid waste going to landfills we need YOUR HELP! Here are some simple guidelines:

  • Please place your recyclables in the red 14-gallon container that Rumpke supplies for you to use. If you do not have one, and you have residential service, please contact the Utility Department. 
  • Place the recycling container alongside your garbage cans on your regular pickup day.  Please note the red containers belong to Rumpke Recycling.
  • When you move from your residence, please leave the container.

Irrigation Meters

The City of Oxford has portable irrigation meters available for purchase and use by those customers doing outdoor watering.

The Portable Irrigation Meter Program allows customers to use water for outdoor purposes (gardening, etc.) and receive a credit offsetting the sewer charge.

Portable irrigation meters are taken yearly, usually in the fall, to the utility billing office to be read.  A sewer credit will be calculated and posted to the user's utility account according to current Portable Irrigation Meter Policy.

Irrigation meters may be purchased at the Utility Department in the Municipal Building at 101 East High Street.  The cost of the meter is $50.00 and is nonrefundable.

Rumpke's Holiday Collection Schedule

Rumpke does not collect refuse and recycling on Christmas Day (December 25th) or New Year's Day (January 1st).   If your collection is on one of these days, your refuse and recycling will be collected on the following Rumpke work day.
